Facetism Solutions for Fort Portal, Uganda: A Regional Tax-Free Enterprise Zone Reform

Abstract

Fort Portal (FP) and the Toro region in western Uganda represent a high-leverage growth pole with unrealized synergies across cattle-rich agriculture, world-class tourism gateways, and a growing higher-education ecosystem. Uganda has already launched a major tourism initiative for Fort Portal, is experiencing strong uptake in higher education, and faces rising public-health needs linked to nutrition transition.
